Abstract

The joint command is interpreted as the decision to bring the parts together and form a whole, that is, to join forces to fight. On the other hand, the operational art is intimately related to the operational level and therefore to a joint strategy, where the joint must be better understood and accepted as the safest path to the final strategic state desired. However, for the navies in the world, the naval strategy, conceptualized as ways, means and ends to achieve control of the sea; an operational level may not fit naturally. If the strategic level has seen the need to jointly solve a military problem as it almost always will, then the operational level makes enough sense. With the documentary review carried out, it is concluded that the " jointness" obey a process of joining the parts (individual forces) and forming a whole (joint forces) to achieve operational and strategic objectives. The clear understanding of this process allows us to visualize the operational art, at the operational level and the operational strategy (joint), as elements that are strongly related to the point that neither of them could develop by itself, without the presence of the other.
