Abstract

This research seeks to implement a national public policy to increase the exploitation of the Peruvian Amazon’s waterways for 2021 – 2030, with the participation of all public and private organizations involved in the country’s river transport to benefit the adjacent communities. A qualitative approach is conducted, according to Hernandez-Sampieri and Mendoza (2018), through surveys to analyze the criteria and perspectives of subject experts and connoisseurs. A phenomenological design is applied as the analysis of perceptions, perspectives and interpretations of state officials involved in the use of the Amazon River transport is studied in depth. It is a limited action research, since after processing the information, analyzing the criteria, the experts’ insights, and considering the experience of the researcher himself, a National Amazon River Policy proposal was formulated. To conclude, this research showed that an Amazon Waterway is required.
