From the Napoleonic General Staff to the Maritime Operations Center (MOC)

Abstract

Naval operations have evolved dramatically in response to the increasing complexity of the modern operational environment. This article explores how the conduct of Naval Forces has shifted from rigid hierarchical models, such as the Napoleonic General Staff, to more flexible, adaptable, and scalable organizational structures, exemplified by the Maritime Operations Center (MOC). The MOC represents an organizational transformation focused on agility, multidomain integration, and the ability to operate effectively in dynamic environments. It becomes the nerve center for managing the information flow throughout the commander’s decision cycle, across the planning horizons (COPS, FOPS, FUPLANS, Assessment), and within the battle rhythm, thereby ensuring the efficient conduct of naval operations.
